Fresh industry attention on insurance taxes is worth watching for Australian retailers, particularly as many small businesses continue to balance higher operating costs with the need for reliable cover.
The Insurance Council of Australia has again argued that state-based taxes and levies on insurance can make premiums less affordable, adding another layer of pressure for households and businesses that are already exposed to weather, theft, liability and interruption risks.

For shop owners, the issue is practical rather than political. When insurance becomes more expensive, some businesses respond by reducing optional sections, lowering sums insured, increasing excesses or delaying renewal decisions. Those steps may ease cash flow in the short term, but they can also leave a retailer more exposed if a fire, storm, burglary, public liability incident or equipment breakdown interrupts trading. A cheaper policy is not always a better policy if it removes the protection the business actually needs.

The debate also connects with broader concerns about resilience and underinsurance. Recent premium pressure has not been driven by one factor alone. Natural hazard claims, rebuilding costs, labour shortages, supply chain delays, reinsurance costs and changing risk models all play a role. Taxes and levies can amplify those pressures by adding costs after the underlying risk price has been set. That matters for businesses in higher-risk locations, including flood-prone strips, cyclone-exposed regions and older retail buildings requiring expensive repairs. It also extends our previous warnings about weather resilience, because affordability and preparedness are closely linked.

Retailers do not need to wait for reform before taking action. A useful starting point is to separate premium concern from cover adequacy. Review whether stock values reflect peak trading periods, whether fit-out and contents are insured at today’s replacement cost, and whether business interruption cover allows enough time to reopen after a major loss. If you need to estimate replacement values, use current supplier prices rather than old purchase invoices or accounting depreciation.

  • Check whether government charges, duties or levies are shown separately on renewal documents.
  • Ask what changes would reduce premium without creating unacceptable coverage gaps.
  • Confirm exclusions for flood, storm, theft, glass and business interruption before accepting a lower-cost option.
  • Keep evidence of stock, equipment, renovations and lease obligations to support future claims.

If reform eventually reduces the tax load on premiums, it could improve affordability and encourage more businesses to maintain suitable cover. Until then, shop owners should treat insurance cost as only one part of the renewal conversation. The goal is not simply to pay less, but to understand what is being protected, what is excluded and how the policy would respond when the business is under pressure.
